Secure Remote Alcohol Monitoring (SCRAM) is a relatively new technology that uses transdermal readings of alcohol content to be read and transmitted remotely. Based on an ankle bracelet attachment and a receiver modem on a land line, readings are sent to a central repository for processing. This project will examine the usefulness of this technology in Kotzebue, Alaska, by collecting data on offenders, both users and a matched comparison group, and examining system successes and failures.
