The Crime Awareness and Campus Security Act of 1990 (Pub L. 101-542; 104 Stat. 2384-2387; 20 U.S.C. 1092), or CACSA, was written to ensure that students, employees, and visitors to institutions of higher education are aware both of the incidence of crime and of policies and procedures for preventing or reporting occurrences of crime on their campus. CACSA requires postsecondary institutions, as a condition of participating in federal student aid programs, to "prepare, publish, and distribute...to all current students and employees, and to any applicant for enrollment or employment upon request, an annual security report" which contains this information.
     The University of Alaska plan for implementation of CACSA was completed by the UA Campus Crime Task Force in September 1991. UA President Jerome B. Komisar directed implementation of the Task Force recommendations, designating the Justice Center as the unit responsible for collecting, collating and publishing the crime statistics required by CACSA. In 1992, the University of Alaska Fairbanks elected to separately collect and publish the data from UAF campuses. The Justice Center continues to gather data annually for the University of Alaska Anchorage and University of Alaska Southeast.
     Under CACSA and its subsequent amendments, statistics must be compiled on the number of murders, sex offenses, robberies, aggravated assaults, burglaries, and motor vehicle thefts reported on each campus of an institution of higher education. The Justice Center also compiles statistics on arson and theft/larceny incidents reported from UAA and UAS sites. Statistics must be also be compiled on hate crimes, in which the victim is intentionally selected because of the actual or perceived race, gender, religion, sexual orientation, ethnicity, or disability of the victim.
     In addition, the number of arrests for liquor law violations, drug abuse violations, and weapons possession violations which occurred on campus during the same calendar years must be reported. In 1995, a change in Alaska law resulted in downgrading Minor Consuming Alcohol (MCA) from a misdemeanor to a violation punishable by fine only. Though not required to report violations not resulting in arrest, UAA and UAS have chosen to report MCA citations voluntarily in an effort to meet the apparent intent of CACSA.
