Abstract: The Alaska Federation of Natives (AFN) commissioned this report in 1998 to follow up on the finding of the Alaska Natives Commission on the need for Native self-governance in Native communities. The report examines forms of self-governance presently in use in Alaska Native villages and describes several models of self-governance.
