Abstract: A history of the circumstances leading
to passage of the Alaska Native Claims Settlement Act (ANCSA)
in 1971, including the role played by the Alaska Federation of
Natives (AFN) and other emerging Native organizations and the
impact of oil discoveries at Prudhoe Bay on the settlement of
