Mental health & the justice system

Deinstitutionalization of the mentally ill during the 1960s and 1970s led to increased numbers of people with serious mental illness in the community. Since then, the criminal justice system has increasingly absorbed mentally ill individuals who had difficulty living independently in the community. The increase in the U.S. homeless population — among whom the mentally ill are highly represented — during the last three decades of the 20th century exacerbated the situation, as did the "war on drugs" which led to increases in the arrest and prosecution of drug-involved offenders who were also mentally ill.
